Italy’s budget provides €1.2 billion in capital grants to encourage the expansion of small photovoltaic plants of up to 1 MW. The funding is for applicants using the support mechanism established by the FerX decree, and the grants may cover no more than 40% of eligible investment costs.
Under FerX, plants below 1 MW can access incentives through direct registration on the GSE portal, without participating in the auctions required for larger installations. The applicable tariff varies by energy source and plant size and is set by Arera.
The funding is linked to a total capacity allocation of 3 GW. It is scheduled to be distributed as €800 million in 2028, followed by €200 million in 2029 and another €200 million in 2030.
A decree from the Ministry of the Environment and Energy Security, agreed with the Ministry of Economy and Finance, will set the implementation rules and spending-monitoring procedures. It must be adopted within 120 days of the budget law entering into force.
Of the total, €800 million will be placed in a dedicated ministry budget allocation and transferred to GSE, which will administer the measure. The remaining €400 million will come from electricity-system charges, specifically the Asoa component used to fund renewable-energy incentives.
