Italy’s Revenue Agency is testing technical measures to identify and block software designed to speed up the transmission of electronic sales-receipt data, Deputy Economy Minister Lucia Albano told the Chamber of Deputies’ Finance Committee. She said the agency has also urged retailers not to use the applications.
The software disguises its interaction with the agency’s “Online Commercial Document” web procedure, allowing retailers to generate and issue receipts through a different interface. According to Albano, when the agency detects its own procedure, these applications can stop working, potentially leaving retailers at risk of failing to meet fiscal certification requirements.
The issue was raised in a parliamentary question by Fratelli d’Italia, led by Saverio Congedo. The discussion concerned the obligation to connect electronic cash registers with payment terminals and data on electronic receipts. The Court of Auditors reported an increase of €13.5 billion in declared amounts compared with the same months of 2025, before the alignment requirement was in place.
Retailers can meet the requirements for recording and transmitting sales through either an electronic cash register or the agency’s online procedure. The cash register is used by about 95% of retailers, while the remaining 5% use the online system.
