Italy’s draft budget bill would overhaul the Ecobonus by replacing its separate spending and deduction limits for different types of work with a single shared cap. The change could reduce the amount homeowners can recover when undertaking major energy-efficiency projects and force them to choose how to allocate the available allowance.
Under the current rules, each eligible intervention has its own limit, and those limits do not affect one another. For example, at a 50% deduction rate, the spending cap is €120,000 for windows, €60,000 for heat pumps and hybrid systems, and €120,000 for solar shading, including awnings, and solar thermal systems.
The proposal would consolidate these limits into one Ecobonus ceiling. As a result, spending on one category of work could leave less room under the cap for another. The Ecobonus limit would remain separate from the one for the standard renovation bonus, and the two tax incentives would continue to have distinct caps.
